May a state pass a law which states the following - 

"no person may possess a dangerous wild animal or restricted snake as defined by the Act without obtaining a permit" - where the permit process requires the owner of the alleged dangerous animal to place an electronic monitor beneath the skin of the animal, at the expense of the owner. 

Find a recent case.

Then once you find the case, answer the following questions:
